8.5 Volt SMPS

I need a power supply with SMPS topology. Size: As small as possible with 100% safety 1. DC Output Volt : 8.5 ±0.1 2. Output Current : 2.3 ± 0.01 Ampere 3. Input : 230 Volt AC ± 20% Single phase 50Hz 4. Line regulation : Very High (Steady DC output Voltage even in ±20% AC Input voltage change 5. Load Regulation : 0.01% on 0 to full load 6. Over load and unlimited Short circuit protection and visual indication. 7. Very low ripple and noise. (<2 mVolt) 8. Should work for, Resistive & Inductive load as well as for battery charging 9. Should be able to connect in series and parallel combination with multiple power supplies 10. High reliability to work for 24 hrs continuously on full load. Required : Schematic diagram, Bill of materials, Components specification and data sheet, Transformer core and winding data, PCB Gerber files, testing methods and component characters on board data for repairing and servicing.
