Single Page Design

I want a single page designed using only CSS (separate file). See the sample zip file for a rough outline. I want the individual rows to be "<ol>" ordered lists. Each row will have a description of the row and then a series of images. There will also be 4 tabs that you will add to the top of the text panel. The text in tabs should be text and not graphics but it should look like tabs. You can have graphic edges on each of the tabs. I'd like there to be some sort of rollover effect with some text when someone move the cursor over the graphic. The rollover effect should also apply to the tabs. The "current" tab should have a different colour. I just want a sample page with the correct CSS. No programming is required except for any javascript that might be required for the rollover effect and tabs. I'd like there to be some space at the top of the page for a logo. I also want the CSS to be CLEARLY documented so I can make changes to the fonts and colours.
