I have been working on presentation software for Mac which i can change into fluency software. As the presentation software can display video or play sound or use the mac speechsynthesizer it would be possible for the software to first have a presentation of how the words are pronounced. Of cause the speechsynthesizer would require no extra effort in preparing a test, so you could click on the text or a word to demo how they are pronounced. Then the software would display the words and record sound. I just tried a crude protoype to record and play back sound. But need more information on details of the system you envision. Also if needed the software could get the "lessons" from an internet server. As the "GUI" of my software is defined in a text file, it can be easily changed, and contain a clock and "count down" of time left. It can even run on PCs except that i did not make sound recoder code for PC yet. However .. i did not get the chance yet to make my software work on iPods . A version for ipod would take rework of FI video and audio code i guess, which is not included in this bid.
