to perform this function is not necessary to use a microcontroller. but I guess that is part of a complex system. how many rooms are needed to control? (pic outputs). You need the pcb with the code? only. my experience with microcontrollers is good. I have courses taken, and many of my university projects carried out with the pic microcontrollers.

I have extensively studied assembly language on PIC16F models. Developing a solution to your task would not be much of an issue.

I will provide schematic (properly draw using circuit design software). The schematic will be improve based on your drawing. like digital input should have pull up or low. Add some led for status because cant see the light from other bedroom. The led is not necessary but useful when you debug or testing.
