Creo que la mejor opcion en este caso es hacer una replicacion maestro-maestro de la bd postgres en el servidor web y que ambos (local y web) se mantengan sincronizados, teniendo exactamente los mismos datos en todo momento (si la app movil modifica un campo en la bd del servidor web, se tiene que modificar tambien en la bd de la pc local, y viceversa)
