Develop an existing email sending application

We offer a service to shipping crews providing daily news bulletins via email attachments in various languages. These editions are simple zipped Word/PDF/text files sent as email attachments. We have an online application that allows us to send the files to subscribed customers. this application does work, and although we have some teething problems with certain features does work OK. It uses a My SQL database and is hosted on a US based hosting company. We need a coder who can take the basic application as it exists and modify it to include new features, and improve the layout/appearance. The main new feature we want to include is a sign up process that will allow a new customer to sign up for a free trial -this will involve a registration/sign up process similar to other online methods. I am hoping to include some reporting option to allow both user and us to create a useage report based upon dates they registered (to allow us to bill customer at end of trial). The basic appearance of the site will need to be enhanced - we can provide images, logos, etc. A full specification has been produced and can be provided to sucessful bidder, but basically this is what is needed: 1.
