The layout has to be innovative, attractive and smartly laid out. Other mandatory requirements - 1) W3C Standards need to be followed 2) CSS based layout with minimum Images. 3) Total size of page and Loading of the page will be important Criteria. 4) DIV based layout. 5) Menu has to be CSS based. 6) Centralized file for any schema, colour theme needs to be maintained for future enhancements. Initially we would look into the .png or any other way they bidder wants to present the idea. If finalized, we can go ahead.
