This is not bid, but suggestion. I should say that it is hardly possible to enhance video taken from another video. I hope you understand what I mean. I just want to advise you to get the footage straight from the computer and post here the video file of CCTV, otherwise it's hardly possible that anyone here will be able to reveal car plates, as quality is already broken by taking video on the phone.
