Localize Wordpress

I currently have a Wordpress site (already made and live). I want to have the site localized. Need the theme and plugins localized for different languages such as Chinese and Spanish. It needs to be setup for a .po wordpress file and ready for me to send to a translator. Might need some help with what to do with the .po file and how to use it in wordpress. The site content (post and pages) are not part of this project scope. Please respond with something telling me you have read my requirements and how you will approach the problem.
