Looking for 3D Programmer

Hi I'm looking for experienced generating 3D human programmatically. Our company has a technology that can predict body measurements and we would like to plugin the body measurements we output (things like chest circumference, neck circumference, hip, etc.) to generate an avatar for a specific person. When someone call our software they get responses similar to the couple below. We need a tool that can run on a server and automatically transform the numbers in the response into a 3D model file (OBJ, presumably). We think it very unlikely we'll use all of the returned body measures, but choosing 4-5 of them of most relevance should generate a 3D figure somewhat resembling the person in question. Just gray shaded images for now, not surface textures for hair, skin tone, ray trace, etc. It would also be good to understand what software tools we might need to license to perform this dynamic generation of 3D models from the numeric data like what I would provide to only right condidate.
