Hello. At the moment, I have a similar device made for a single racing gate (a speed up to 60 km/h). A distance can be up to 500 meters. I also have a wireless solution and can make a "frontend" for PC (Java-based) . That's not clear from your description - do you need to obtain a working prototype or just a schematic and program code. My price (and time) for that project depends on lot of details so I would like to discuss it with you.
