Build Custom Django Command - Email, Cron Job

I require the following ONLY: 1. A Django Command most likely but open to better solution, that will work with a Cron Job, to generate a daily report by search various Models that were timestamped with current date and sending an email individually to every registered person who has access to view such information. This command must be able to do this for about a max of 1000 users daily, and can be integrated with a cron. 2. I also need help writing the Cron also.
