PROJECT PART 1 OF 2: CREATE A PROPOSAL - CONNECT 'TOM TOM' (SAT NAV) API TO WEBSITE

NOTE: FOR THIS PART OF THE PROJECT I JUST NEED A PROPOSAL/PLAN, NOTHING ELSE. DO NOT QUOTE ME TO BUILD THE WEBSITE INTERFACE ETC. I will be looking to hire the same freelancer to build the website after the proposal has been completed (you will need to quote separately for this). My client is a delivery company. Their vehicles use TOM TOM sat navs which are connected to an online interface called webfleet.connect. They can currently login to their webfleet control panel, however they want to use the API to allow their customers to track the delivery vehicles live via their website (there website is currently static and is PHP based - but I think Webfleet requires .net??)
