Library Managment System for Desktop

I am looking for a skilled developer to create a Library Management System for desktop. The system should have the following features: - Borrowing and returning books: The system should allow users to easily borrow and return books, keeping track of due dates and late fees. - Reporting and analytics: The system should provide comprehensive reports and analytics, allowing for easy monitoring of book circulation and user behavior. -The Software should read the Json format from QR Code on id card for student details ( name, roll, class, unique id) and parse it -It should be in Nepali Date -It will get the details of students from QR code and save the record in database -When user scans , it will look into database for student recrods and display in Software If it is new user, It will create a database based on unique key from QR code and take details from QR code and take picture using webcam -If there is no picture of user or picture is null ( It it is new user ), software should ask for user to take picture using externa webcam and save it ) and then proceeds to create database. -If picture is removed, then next time when user come to library, he/she will already will have records on database but photo field will be null, so software should ask to take picture before displaying any details. -The admin should be allowded to enter how much fine should be allowded if it exceeds certian number of days as it may be different for different institutions. -It shold have filed to enter books name as Title Author Number Class/Department: and registration number as optional. as school may purchase the same book or to enter same title again and again will be time consuming. So If school purchase a total 20 book name "Comprehensive Physics XI" , so library managment should allow to enter recrods as Title: Comprehensive Physics XI Author: xyz Number: 20 Class/Department: 11 Registration: -Registration will be a registraiton number which will be unique for every book, so if number is only 1 then make registration tab active, but if user enter number field as more then 1, then registration tab must be greyed out or inactive. -Also the software should give autosuggestion, when enterting the title or author if same title or author is already in database to save time. There should be an login and logout system for admin. I have no preference for the programming language used for this project. The ideal candidate should have experience in developing desktop applications and have a strong understanding of library management systems. The timeline for completion of this project is 1-3 months.
