Build RSS Feed DB/Audio Player

I use Xenforo as my community platform and I use the Showcase addon to build my audio directory. I am looking for someone that can build a database that can accept iTunes tags and host them in the DB. When someone comes to my forum, they create a listing. Then in that listing they can add their audio RSS feed. I want that feed to automatically update every 6-24 hours (if pinged with a new audio track) and display in a tab the playable tracks. Much like iTunes does it. When someone wants to listen to one I want them to be able to play it on site like SoundCloud does it. They can browse and engage in the forum without ever having to leave to find audio to listen to. My goal is to have my site grow and give the users a reason to use the site even more. You should know XML, PHP, MySql. You will build a separate DB to store the information. We are not store blobs, but actual fields. You need to be able to make everything look good and it should be lightweight. The audio player should continue playing as a user moves from page to page. I understand that a page refresh would reset it. I would like a way to continue playing audio once a file ends, or for them to be able to queue the next audio track to listen to with ease. I want a simple solution that works and is super user friendly. Lastly, you must be able to develop this without changing much of the core files if any. I want to be able to update the addon without having to recreate this job. Please ask any questions you have before we agree on terms. This needs to be developed from start to end. I would like to know how long this will take and I will give you FTP access. I can setup the cron command and build the DB and import the tables through the SQL import feature.
