Convert css website to wordpress

I have a fully functional STATIC website that i would like to convert to wordpress I am very particular about what i want and i want the theme to look exactly as is on the website (link will be provided to bidders) Here are my expectations for this theme: ~ Code into Tableless CSS and XHTML strict ~ CSS and XHTML codes for all pages must be valid ~ Compatible with the latest wordpress version ~ Widget Ready theme ~ It must be a fully functional wordpress theme ready to be uploaded.
