12 Page Website - English and Arabic Pages with CMS

Few pages website required to be made as per the attached detailed description. The site is to be dual language, english and arabic, arabic translation will be provided to facilitate arabic web pages. Content is already ready, needs copy pasting and format to be created. We would like a CMS to allow us to change photos and add some messages now and again from the company that are of relevant at the time of viewing. Same layout should be utilized for both english and arabic pages and option should be given to the user to select language from top of the page. Pictures will be provided upon project award.
