Ad Network Development (CPC+CPA+CPM)

I need developer who have experience about ad networks and its functionalities and can complete the work within time.(budget under 30000 INR) Site should be able to handle very high traffic , so optimization needed. 3 modules will be there : 1) publisher 2) advertiser 3) admin * publisher Features: - site add , verify site ownership - get code for cpc & cpm - get tag for cpa/cpi campaigns - check report (daily+weekly+monthly+custom upto 6 months) - withdraw fund - transfer fund to advertiser account etc... * advertiser features - create campaign # select campaign type (cpc/cpa/cpi/cpm) # set budget for the campaign # targetting (country, isp, browser) # daily capping # start or pause option - check report (for cpa/cpi transaction report) - add fund by paypal or gateway - delete campaign - block or unblock sites admin will have all options to manage.. example sites for reference : [login to view URL] , [login to view URL] , [login to view URL], [login to view URL]
