File upload webiste

Hello guys, I am here to request a small project, I need a website where you can upload files like mediafile, rapidshare, wupload etc... You could use a cms like joomla, wordpress etc... i dont care as long it works. Right i want my frontpage like mediafile new page... drag files and upload, must have a nice deisgn somthing like mediafile. Got to have a membership system... free: can only upload a small file and only download one file at a time. premium (paying): upload big files and download big files etc.. for x amount of days.... make it so i can adjust the file size in the backend and the days for their membership etc... you know all the basics for a upload site needs. Must have a modern looking design... thats all.. Dont post a comment saying the price is too small etc... just dont waste my time or yours.
