complete web site theme designed with various plugins to enable post imports and interactive questionnaires

Sorry for the brief outline here but we are working with a super quick turnaround so I am trying to get as much response as possible to find the right team for this work. We are looking for someone (team) to develop a wordpress template in the following two phases: Phase 1 Home page – two options, one more newsblog style, one like the [login to view URL] site. About us page with a nice user interface to learn more about our mission, our staff, our partners etc. Our work – option for a blog, campaign pages, and project pages with an interactive map that allows people to search by project type. Something like the map on this page [login to view URL] Resources – members lists, publications and grants Donate – donate options Contact Red List forum – essentially another web site as it stands now with a facility to bulk upload posts for comments on a “forum” . Phase 2 Questionnaire style form on the red list forum that will enable administrators to develop a set of questions to collect data off users. The data then needs to be automatically presented in a way that other users can read the comments and respond accordingly. Library – accessible to registered users where they can upload and download pdf that are categorized.
