AutoDialer phone Voip App

Hello, i want a web application that users will insert a mp3 file and a .txt list of phone (in each line there will be one phone number) and it will automatically call each phone one by one and will play the recorded message that will exist in the .mp3 file. i need login system for users, reports displayed of which phones were succesfully the message played and to which not. scheduled calls. so the user can schedule the exact time that his messages should start calling. also i need an online payment so users can payme through paypal i also need an admin panel so i can fully control my users. i have the template already so you will work on it, so please do not bid also for website design, but only for the whole functionality of the website
