create a waste tracking software using PHP

Please see the list of requirements for a waste tracking system to be developed. 1) Server based. Need multiple concurrent access of users from remote locations. 2) No unauthorized access for ANY DB operation. Only logged and verified users can operate. 3) Role based authorization for each operation type (i.e. read auth. write auth. print auth. etc…) 3) Detailed log of all user operations with time:date stamp (from sanctioned timestamp server?) 4) Digest function for control code (bit?) generation for data integrity verification for each operation and record (may be on the whole table, may be on the single record. Will be specified further) 5) Data redundancy = DB duplication (copy) through instantaneous write synchronization across copies. Possibility to allow off-site storage on different server for added redundancy (disaster recovery) 6) Data entry must be validated against format and content (will be specified in further details). Input mask must provide this verification. 7) Desired VPN or SSH for client server communication and crypto of DB file. 8) Desired cloud storage i.e. Amazon WS or Virtual Server package. 9) The business side of the app is a web-browser based client that you use to keep a ledger of waste transactions, in order to comply with local environmental regulations. It’s done on paper right now. You must record incoming and outgoing quantities and types of waste in your business. So the record type and content is always the same and very simple. Move: IN/OUT. Therefore authorization levels should be based on a list of flags that can be combined into a role.
