PHP Admin / MySQL Interface

This is a very simple project for a programmer who knows what they are doing. Basically I just need a database set up using PHP and MySQL and would like to have secure admin pages to let me easily add, browse, edit and manage the database. Use of existing database management tools is encouraged (opensource or for cost ??" doesn’t matter to me). The only additions to standard database management operations is the ability to automatically create directories on the website and to copy/upload files and directories from user's local systems into those newly created directories. These uploads will need to be associated with the database records and will need to be removed when a record is deleted. Almost this entire project will work with off-the-shelf PHP database management tools.
