Do you really want to use oracle database or you are open to use any other database also. 3. What kind of license you war planing for this product? 4. I think since you want the system run on Windows Plataform, the best technollogy for development is .NET, I prefer ASP .NET since it's distributed enviroment, and for Database you can use SQL Server 2008 R2, it's the most stable and with good performance, and is not too expansive in comparison with oracle licenceses.

Answers to you Questions you can get this (own tally like application) in any language or technology by any experienced developer, but according to your requirement you need a client server architecture means your whole data will be at one place (on server + database) and a client application which may be of windows or browser based, so that multiple user can access the interface , i am proficient in developing Asp.net and Sql server applications which needs a web server like wise where website are hosted and these application is accessed by any user in there browser and so there is no need to worry about windows operating system or Mac (apple computers) you can access the same in your mobile also with little changes in ui (user interface) . But for the high security purpose you should go with java application and for faster development you can go with asp.net applications. (i can only deliver you asp.net application, (which is not a software like, more like website doing all tally stuff online) Java development is not my domain ) where as tally is windows application. if you need more customization than tally then it will take approx more then two month.
