simple wordpress plugin required

Hi i need a simple wordpress plugin made quickly, the plugin will be specificly for my theme, in my theme i have a file called [login to view URL] when the plugin is activated it will need to overide the [login to view URL] with the one in the plugin folder, i will be adding custom code to the [login to view URL] within the plugin file. the plugin will also need a css file so i can add custom css. the plugin does not need an options/configuration page within the wordpress admin panel. Please make sure you understand what i need or ask.
