Glicko implimentation

I need a community website. I am willing to handle graphics/html but I need someone to code the database interactions. The community needs to have registration (standard registration w/ email reply registration, just like this site). Each member of the community needs a page that is customizable that reflects their status/ratings/teams/etc. I need an implimentation of the Glicko (preferably v2) ratings systems applied to an offline game. The game however will be played in [login to view URL] games may be officiated and referees (who are members of the community) need to receive some ratings boost. Users will report a game afterwards (win/loss), the other team will then have to confirm the result (and optionally the referee). Implied in this is the ability to play on any team (players would not be limited to any specific pairing but could play with anybody). If you're having trouble visualizing this, think about a 2v2 basketball league nationwide that is recorded online. Players should be able to challenge other teams/respond to challenges. Similarly, results need to be easily reported and verified to eliminate squabbling over games (hence a referee). Players will also need some method of contacting one another. Any standard forum software would work as long as it included PM's and could be tied into existing user registrations. Divisions by state and subregions should be easily accomplished. Rankings need to be able to be calculated instantaneously and reflect rankings on a national and state level. I invite any potential bidder to explore the details that need to be included for proper functioning based on the purpose of the site. Bidders are allowed to use existing code to keep this project inexpensive (maintaining quality). Bids that include the html/graphic design work may be considered as well. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform I am open to platform suggestions. I feel that if it can work efficiently on the system proposed and the system is not going to create substantial costs, there is no problem with that platform. Coders are encouraged to propose their own system that they feel would be ideal considering the overall purpose of the site and its short term and long term viability.
