Flash Video and Template Customization

I would like to create a flash video (video has been shot and edited) similar to this: [login to view URL] -has the same functions on the bottom (get a link, email) -has chapter functionality on the right. -has a place holder image with play button in the middle. -can be used over and over again with different videos. is this something you could build for me? along with implementing it into my template? Just to confirm I would like the player to be a flash player and to play flash video.
