data loader to access db

I need a vb.net prototype app to load a list of futures prices into an access db - designate table to use. The futures prices will be loaded by symbol to a table name after the sysmbol (please see attached db) 1) if table does not exist create it by symbol 2) if the download is the first time create the whole list in the db 3) if the download is not the first only add the last one in the list 4) check for diplicate entry by date. 5) the prices are from an url and it returns text list (like cvs) url and more specifics are given to the wining bid only in attempts to limit intellectual property prolifiration. The table layout is attached as access table. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
