Vacation Rental Site

I am looking for to create a vacation rental site, similar to [login to view URL] and cyberrentals.com. Please look at these sites before bidding. Website design and ease of use are the most important factors. I want to have 3 or 4 different packages for property owners to choose from. They can manage all of their properties by logging in to their account. They will be able to change information (prices, pictures, contact info, etc.) from their admin section. Renters browsing the site will be able to search the listings for free and create accounts if they wish. If they want to create their own user accounts, they will be able to have additional features, such as "creating a vacation" which lists their budget and the locations they wish to go. This information is then sent to the rental owners in that area. They can then contact the user if they have a vacancy. Kind of like a reverse auction. For the admin section, I will need to be able to create, delete and change packages. I will need to be able to delete or create users and listings. I would like to be able to accept payment from the property owners as well and communicate with them. This is not an urgent project. I will pay 25% up front, 25% more when web site design has been approved and coding is in beta phase, 25% more when completed and installed on the server. The final 25% will be paid after the warranty period. We can decide on how long this is. My contract is somewhat flexible, we can negotiate some things here and there. If you are not in the United States, or if you have a low feedback rating, I will not pay up front. You must be 10 or above in order for up front payment. I have been burned by companies in India therefore I will not pay up front unless you have a very good reputation.
