asp re-edit

I've been using a RAD tool to create an application which requires some hand coding. I want user level sorted out so there are 3 level of users admin,client and members admin will be able to edit all areas of application client only parts which is related to his entry and members only read only access as well as edit access for commennts table and email/password table related to himself. Also want to add table where prices can be calculated in other currencies based on the figure the admin places in the table i.e $1=£1.50 so that the default will for example be in dollars but users have the ability to see prices in pounds also by checking a radio box...the conversion done in a table where admin decides the value of $ to pound. I want all amendments clearly commented and will supply all pages to the project as well as an access database with the datbase schema(I'm actually running project on sql server)so any additions changes to database will need details of changes also. Will also include project file from rad tool if required as really want project to follow along the lines of the rad tool creator. The tool actually has this security feature built in but havent been able to figure out so maybe successful bider may just want to carry on from where I've left off.
