I'm a developer with ore than 30 years of experience. I can design and implement your database in Ms-Access, including referential integrity and other basic data-integrity checks as required (and allowed by Access. Note that MS-Access has some important limitations when it comes to setting data rules. I would recommend the free version of MS-SQL server instead). I understand my bid is way higher than your budget, but it would be hard for you to get a decent freelancer for that amount of money.
