Android App for Wifi Scanning + Memory caching from PHP database

I'm looking for a professional Android developer who can add WIFI reconizing to my app - send push notification if network is reconized. Idea: - Owner of a propery enter his WIFI name that is visible in the propery. This is saved in my php database. - Users with the app installed will walk in a range of 30 meters from the propery - if the WIFI name is reconized and the property is selected by the user as a favorite - an push notification should be sended. - The push notifications can be added by the propery owners in their php dashboard with features as (start/end date, recurring, send to users with 0, 10, 20, 50+ visits to the property). To prevent a full connection to my php database all the time the app should download the wifi names in a cache file (or something) + property owners from the database should be stored in the app as well (the app should check daily for new updates and only download the new changes). I need devs only who did projects like this before and i like to test an app that is doing things like this. Next project will be the integration of iBeacon functionality after this i need a redevelopment of my Android app to iPhone.
