Rank my keywords in Google -- 2

I need an SEO expertise to bring my website up in Google with white hat SEO method only. The payment will be Keyword Rank based. I have lot of websites and for each I have some selected long tail keywords as well. You need to rank them in Google.com. Say for example: Keyword: abc (Example) Current Position: None or above 100 Payment: (Important, bid only if you agree with it) Within 100 Position in Google >> $20 + (1st Milestone) Within 50 Position in Google >> $40 + (2nd Milestone) Within 10 Position in Google >> $60 (3rd Milestone) (Means for one keyword rank it from above 100 to within 10 position in Google, you will get in Total $120) Time Period for each keyword: 15 days for each Milestone Note 1: You have to work with several keywords and websites at a time. Note 2: You have to give me report each week about your progress and tasks. Note 3: No Blackhat method at all. Note 4: Good cover letter is needed.
