SEO Work Needed - 50 Per Week

Hello, I am looking for a SEO person or company to complete link building. I choose a link builder a week ago, but they have not produced any work, so we are looking for another. We need link building done in the web design niche. Here are a few qualifications. 1. I have 200 or so you can use, but I am wanting you to find some too. 2. You must understand Web Design so you can create profiles, 3. Must be able to provide weekly reports through Google docs, we are only wanting 50 links built per week. Please answer these questions: 1. What do you use to find links? Do you use OpenSite Explorer? 2. How do you determine if a link is good? 3. Please give me your price to build 50 links per week. The links can be forum, profiles, etc. But they must be in the web design/web development niche. Please bid on 200 links which will be built over the next 4 weeks.
