SEO Needed for my website (High Canadian Rankings needed, not high India Rankings please)

I'm looking to get some work done with SEO for my website. I will provide the url when I hire. I will provide the articles and all work must be white hat. Please only bid your actual price (don't bid $30 and pm me with a $200 bid, don't waste my time). This will be a month to month thing if everything goes well. All keywords/meta tags/on-site content is done (4 keyphrases in total) which means all on-site work is completed just need off page work done. I also want someone that will supply reports bi-weekly and I'll also be checking with my own resources how keywords/keyphrases are ranking in bing, yahoo and google.
