Create Facebook Advertising Account with REAL Tier 1 Friends

The goal is to provide a Facebook advertising account. The right candidate will have experience with Facebook and making these accounts and be able to deliver 1 Female Facebook account to me with 4000- 5000 friends on the account. Friends must be real, mostly male and must be from Tier 1 countries ie. USA, Australia, UK, Canada, Ireland, New Zealand. Accounts must be clean (not recycled) and friends need to be predominantly males in the 18-50 year old age range. I don't want the account to have any friends under the age of 18. The going rate for these type of accounts is $50-$150 so this is what I'm expecting to pay for this project. If I get good results I will be purchasing more.
