text and email marketing, also someone to take calls

Hi and thank you for looking at my project, this is a very easy project for someone who knows what they are doing. I am looking for someone who can market my teeth whitening company all over the UK, i would like this done by text messages and emails, it must be done LEGALLY because there are laws in the UK about this type of marketing so i don't want no problems with it, all customers MUST have double opted in for this type of marketing and i want proof of this too just incase i have any comebacks. i am also looking for other marketing ways like google adwords and would like to achieve a number one position without the google adwords prices. i am a new business and money is very tight so i really need the perfect person who can help me within my budget. If anyone knows a personal assistant service that is very cheap too, please contact me, i need someone to take company done calls and take bookings too.
