Bulk Email-60000 emails

We are looking for a company who specializes in bulk email marketing send out our message to 60,000 email addresses. Must have current experience with bulk email and have the ability to effectively get messages into the inbox (90%+ inbox rate - not junk folder). To ensure our message gets to the inbox and not the junk folder we have seeded our list and as well you will need to provide your own proof of deliveribility to compare. We only are looking for companies who are currently and successfully sending out bulk email to the inbox. We will want to do a small test and depending on the results we will want to scale very, very quickly. Our budget is $30 for this project.
