Basic website PSD to HTML (Bootstrap 4+ and SCSS/LESS required)

I am looking for a reliable web dev who knows how to code cleanly and without bugs. If you need a bunch of libraries or to use tools or unnecessary code (other than Bootstrap) to do this then you aren't the right person for this job. Requirements: - Ability to interpret designs into a clean and responsive website - Ability to write code that is clean and will be used, not using unnecessary libraries for simple functionality/display - Need to use a CSS preprocessor such as LESS or SCSS (SASS is not preferred) - Need to use Bootstrap 4 - Speak and understand English - Take note of the testimonial slider design. Images and arrows to navigate, highlighted testimonial stands out, sliding animation between testimonials The site is really simple, I've attached the home page design and one service / blog layout Create the home page and the secondary page. They should use shared partial views for the header, nav and footer. As long as it's clean and preferrably done with PHP I can work with it to extend the website. Put the name of your favourite reptile in your bid to be automatically shortlisted so I know you read the brief. This is essentially just coding up two simple pages in Bootstrap, compiling any custom CSS with LESS and linking the header and footer with view files or classes that can be shared. We are an agency and have a tonne of web dev work and projects much bigger than this, always keeping our eye out for talent.
