Build a Website for a Start-up

We are looking for an expert who can create a website(Users {Our Customers} as well as Admin end) for a Credit Rating Start-up. I have attached a sample layout of the website for reference. Let me highlight few major features points below. 1) User must be having an option for Signup into the website. 2) User must be access to view the ratings related information(Which will include charts/graphs) of the requested companies. 3) Admin screen should be having option to create ratings for various companies and which could be later on attached to our customer(Users) for their view.
