Dynamic Flow Chart

This request may pertain to game design technology, flash or GDI, I don’t know. I currently have Visual Studio so I prefer to use what I have but will consider other options if the reasoning is good. This request is a two stage request. Stage-1 is to create an example application that can work like my example for a set price. Stage-2 is a contract/ consultant position at an hourly rate. If I am satisfied with the results of Stage-1 and your hourly requirements fits into my budget I will hire you on an hourly basis to teach me how you were able to create the application and to also expand its functionality. When bidding please include your hourly salary requirements for the second stage of this project. I would prefer this to be a .NET web based app but will consider a windows based app if the programmer can give me good cause to go with windows vs web. I’m not sure if this should be done in Flash or not. I require some feedback from the bidder. The goal of this project is to teach me how to create web based custom controls, specifically the type that I can drag and drop into a hierarchical structure like shown in the example.
