Hi, I'm Kit What would be your preferred board? For something not too complicated and price worthy you can opt for Arduino. You can use PWM driver (motor driver) to power up your lights as it has capability to dim brightness. PIR sensor (movement sensor) can be hooked to external pin interrupt to trigger once movement is detected. Activation time can be implemented using Timer interrupt, we can hardcode the value or using potentiometer to control the range of duration. How does it sound to you? Let's have a chat Best regards
