I work with an email marketing company that sends millions of emails per week. I have built several micro-services and admin systems to help the company as a client manage their email, as well as management tools for the client to schedule and send emails on their own through the same system. I am confident that I can build a simple solution that will cover your requirements. I have a few questions regarding this project: Do you need a front-end interface to manage this automated task (start/stop/logs) as well? Does the tool need to run in .NET or can it be some other micro-service that has it's own standalone management system? It seems your current email system uses SQL to keep track of email statuses. Will I have access to this SQL database to run this tool? Or will I does this project need to integrate w/ the current software you're using.
