PostgreSQL stored procedure

This should be an extremely easy project for someone experienced in postgreSQL stored procedures and functions. I'd like the following put into a stored procedure (or function or whatever is easiest). I want to be able to execute a single item and have everything automatically processed. The following is a set of inserts and selects that work as an example. Some of the inserts are based off of previous selects that need to be dynamic.
