Good Morning! Recent CS graduate from IIT Bombay. I've worked on a couple of OCR projects in the past - have used an RNN based architecture for handwritten digits with 0.04% accuracy (developed it in CUDA), and a research project involving bilingual OCR for Indian scripts. I think an RNN (recurrent neural network) based architecture will be sutaible for this. I can write this in a day or two in c++ or matlab, and interface it using c#, since directly programming in c# may have more latency issues.
