Application update to .NET and new feature added

We have a pretty significant software development project that needs to be completed in a relatively short amount of time. Isn't that always the case? :) Please review the attached RFQ carefully. I am sure this document will have to be revised, so please check back often for updates. This is a pretty serious software conversion so please don't bid if you aren't up to the task or your availability is in question. This is a company and not an individual so you need not to be worried about proper compensation. In return, we would expect the best work from you as well. We are open to fixed price bid as well as hourly bids. We would prefer fixed price bids broken up into reasonable milestones with working deliverables. It might also be possible to partition this project up so we can work with multiple developers as well. Thank you for your time.
