Reduce PDD to Mobile Networks in Asterisk

We are looking for a freelancer,who can help us to reducing the dialling time to Mobile-networks or reduce the PDD ( Post Dialling Delay ) in Asterisk PBX. Our clients are using click to call system from a Windows application. Clients are getting the Mobile numbers from a Server as per the Filter , Mobile numbers are dialling out using a SIP Softphone / IP-Phone connected to the Asterisk Server ( Locally or in a VPS ) Currently it will take up to 4-5 seconds to get the connection to a normal mobile [login to view URL] using new methods it should be possible to reduce connecting time 2 - 2.5 seconds. Only Asterisk Developers who has experience in this scenario can [login to view URL] wise it will be time wasting for both end. Please find the attached UML Diagram for more understanding.
