Simple 2 page site in ASP.NET 2.0 / C#

Project: Make a simple site with a left hand nav bar and a header like autoeducation.com. It should be templated in an asp master page so if I change the background image I only need to change it once, etc. MAKE IT LIKE [login to view URL] EXCEPT the theme will be a kitchen cutting board instead of a blackboard, and keep the notepad image idea for main content area. I included links to images from istockphoto below. The wood and lined paper should scroll down with the user (maintaining the background images in the appropriate sections - just like [login to view URL]). Make sure the user can scroll way down the screen and the text stays in the left hand bar with the cutting board background, and the main text stays in the notebook background section. The notebook needs to scroll with the user, and end when the HTML text ends. This will be at a different point on each sub page. Hoping for $40-$70. Very Simple Deliverables would be a template page that I'll use to make the main page, and a template page that I'll use to make sub pages.
