Programmer needed for web interface - VBScript and SQL

We need a simple web interface with a secure login. There will be two classes of users: "Admin" and "User" who will see different options on internal pages once logged in. The users will be allowed to perform simple tasks like create a new account, and post a request. Admins will be allowed all user functions plus post billing info, and upload pdf files to certain pages. please see attached preliminary spec. all code should be written in VBscript. Database needs to be SQL.
