I would like to add a couple more small things, in the document please be very detailed, we are quite technical oriented and we can bypass the high overview and get right down to the details. Please include one section in the document explaining why or why you wouldn't use AJAX technologies. That should be everything please keep me updated frequently on your progress. In other words, we have created the functional specs. We are looking for a bidder (or multiple bidders) to outline what we need for technical specs including which tree control we should use as our base. The navigation tree is a very important component of our design and we our looking for your expert advice on how to proceed.
